It means you pay only for the faxes you actually send. No monthly bill, no annual plan, no minimum to clear. It suits people who fax a handful of times a year and don’t want to keep a dedicated fax line or machine running for it.
You send from your browser, pay a flat rate per fax, and walk away. Nothing to cancel later. For occasional faxing, that works out cheaper than any monthly plan you’d mostly leave unused.
